The Board of Brown County Commissioners met in regular session on Thursday, June 30, with the following members present: Chairman Lamar Shoemaker, William Pollock and Richard Lehmkuhl. Also present was Brown County Clerk Dawn Boyles. County Attorney Kevin Hill was present for a portion of the meeting. Shoemaker opened the meeting at 8:10 a.m. All recited the Pledge of Allegiance. Commissioner Lehmkuhl led the meeting with a prayer.

Department Reports

The commissioners approved the rental of a distributor from Vance Brothers for $3,000 per week for up to a month. At that time, the commission will determine if it needs to be extended.

Commissioner Lehmkuhl would like to see an extension of hours for the Road and Bridge departments to get the most out of the rental of the distributor.

The commissioners approved the Monday, June 27, minutes.

The June 30 claims were approved as follows: General, $133,897.55; Road and Bridge, $100,937.81; Historical Society, $4,583.33; Employee Benefit, $74,119.92; Election, $3,535.76; Extension Council, $8,750; Mental Health, $7,442.91; Developmental Services, $2,254.33; Conservation, $7,125; Appraiser, $670.46; Ambulance, $25,000; Noxious Weed, $204.72; ACC, $5,289.57; JJA CORE, $5,246.97; Reinvestment Grant, $131.43; Services for Elderly, $3,299.41; Solid Waste, $71,957.29; and Payroll, $80.09. The total was $454,526.55.

The June 29 payroll was approved as follows: General, $82,865.72; Road and Bridge, $18,776.13; Election, $2,500; Technology, $348.75; Appraiser, $8,320; Noxious Weed, $3,405.06; ACC, $16,053.91; JJA Core, $10,982.25; Reinvestment Grant, $2,779.13; Services for Elderly, $2,964.88; Solid Waste, $4,567.01; Special MVT, $2,800; Employee Benefit FICA, $9,618.35; and Employee Benefit KPERS, $10,200.47. After State Unemployment and Workers Compensation of $242.44 were taken out, the total was $175,939.22.

Second Harvest Food Bank CEO Chad Higdon discussed the program with the commissioners. Higdon is requesting up to $128,306.82 of the American Rescue Plan funding to help with expansion and costs over a three year period.

Globe Life Insurance Representatives Jacob Siddiqui and Aris Williams discussed the services their company has to offer.

The board reviewed the proposed budgets for 2023.

The commissioners discussed a resolution establishing a moratorium and providing for the suspension of certain types of improvements on any land within the unincorporated area of Brown County; and directing that potential land use regulations for Brown County be developed. The commissioners approved the motion, 2-1, to accept Resolution 2022-09, which is a resolution establishing a moratorium and providing for the suspension of certain types of improvements on any land within the unincorporated area of Brown County; and directing that potential land use regulations for Brown County be developed. Pollock voted nay.

The commissioners approved the motion to exceed the Revenue Neutral Rate with the hearing to take place at 9 a.m. Wednesday, Aug. 31, in the Brown County Commission Room.

CivicPlus Implementation Consultant Justin LaRue performed training to the commission for the new CivicClerk program.

The next regular meeting was held Tuesday, July 5. These minutes were not available at The Herald’s press time.
