Nemaha County Commission 8.1.2022

The Board of Nemaha County Commissioners met in regular session on Monday, Aug. 1, in the Commissioner’s Room of the Nemaha County Courthouse. The meeting was called to order with Chairman Dylan Keim leading the flag salute. Present also were Commissioners Jason Koch and Gary Scoby, and County Clerk Mary Kay Schultejans recording the minutes.

Department Reports

Road and Bridge/Solid Waste Supervisor Adam Kuckelman, along with Office Manager Kathy Haverkamp, advised the board that:

• Hall Brothers started work on the Bern-Sabetha Road last week.

• The guys are still working on rocking the Donahue Road. They will move on to the Nightingale Turnpike after that.

• Kuckelman needed an executive session with commissioners. The board held a 10-minute executive session to discuss the pay and performance of non-elected personnel. Present for the executive session were the commissioners, Kuckelman and Haverkamp. The meeting returned to open session with no action taken by the board following the executive session.

Dick Horton and Galen Ackerman came before the board on behalf of the Nemaha County Planning Commission. They let commissioners know that the planning commission has approved the citizen survey to be sent to the commissioners for their review and approval.

Sheriff Rich Vernon advised the board that:

• He has hired Allie Weyer as a dispatcher for the Sheriff’s office. Weyer will begin work on Aug. 8 at a rate of pay of $17.68 per hour.

• They are currently holding nine inmates in the jail.

• They booked three individuals into the jail this past week.

Health Officer/Health Department Administrator Heaven Schuette came before the board.

• She presented a job description for a part-time RN for commissioners to review. Commissioners would like to have HR Partners review the job description before it is approved.

• Schuette also shared an advertisement for a part-time RN for commissioners to review. Commissioners approved of the advertisement at this time.

• Schuette asked commissioners about on-call pay for Lynne Roland when she is on vacation. 

• Schuette also spoke to commissioners about creating a new fund for the Public Health Emergency Preparedness money received from Kansas Department of Health and Environment. Commissioners agreed it would be a good idea to deposit this money in a separate fund.

Also at the meeting:

Jack Willmeth came before the board. Commissioners spoke to Willmeth about assisting the county with the utilization of its American Rescue Plan Funds (ARPA Funds). Discussion was held concerning what commissioners would like to use these funds for as well. Commissioners advised Willmeth to draft a proposal for his services for the county attorney to review.

Maintenance employee Margie Anderson came before the board to speak to commissioners about trimming trees on the courthouse grounds and the Pioneer Building grounds. The commissioners approved the bid from True Ax Tree Service in the amount of $1,950. 

The board reviewed and approved the minutes from the July 25 meeting.

The board reviewed a revised Dispatch Services Agreement with the City of Seneca. Commissioners took no action on this agreement at this time. They wanted to speak to their attorney regarding this agreement before approving it.

Clerk’s Office employees Sandy Koelzer and DeAnn Koch came before the board to speak to commissioners about raises and about employee benefits.

The board reviewed vouchers submitted by the different departments that were paid at the end of July. The commissioners approved the warrants and pay vouchers for July 2022 as presented.

Scoby moved to approve the citizen survey as presented to be sent out by the Nemaha County Planning Commission. The motion died due to lack of a second.

The commissioners will not meet the week of Aug. 8. The next regularly scheduled meeting will be held on at 9 a.m. Monday, Aug. 15.
