The Board of Brown County Commissioners met in regular session on Tuesday, Feb. 21, with the following members present: Chairman William Pollock, Richard Lehmkuhl and Lamar Shoemaker. Also present was Brown County Clerk Dawn Boyles. County Attorney Kevin Hill was present for a portion of the meeting. William Pollock opened the meeting at 8:10 a.m.
All recited the Pledge of Allegiance. Commissioner Lehmkuhl led the meeting with a prayer.
Department Reports
Road and Bridge Secretary Tami Lehmkuhl discussed an application she received for the crewman position.
T. Lehmkuhl discussed the KDOT Cost Share Program with the board and Road Foremen. T. Lehmkuhl will contact Brady Hedstrom in regards to the project.
Solid Waste Director Heather Merrill requested rock to fill in holes at the landfill. The Road and Bridge foreman will look into it today.
Merrill also presented a quote from SETCO to replace two tires on the loader for $2,339.84. The commissioners requested Merrill purchase the tires.
Merrill reported that Hamm’s has increased their price from $40.29 to $41.50 a ton. Merrill would like to raise prices at the landfill to offset the increase. Boyles will have County Attorney Hill review the Hamm’s contract.
Boyles will arrange the interviews for the part-time scale operator position at the landfill.
Brown County Appraiser Steve Markham presented the Appraised and Assessed Valuation Report for the board’s review. Markham also discussed tax exemptions on equipment for elevators.

The commission held a 10-minute executive session on non-elected personnel with the three commissioners, Hill and Boyles present to discuss personnel matters of non-elected personnel with an executive session necessary to protect privacy interests. No binding action was taken following the executive session.
Vintage Park Director Heather Williams presented three project requests for ARPA funding consideration.
Oil Bids for an estimated 500,000 gallons of RS-1H for road oiling were opened. Bids were as follows: Vance Brothers, Inc., with a bid of $2.34 for RS-1H, $2.39 for RS-1HP and $2.29 for RS-1H Plus per gallon; Ergon with a bid of $3.11 for RS-1H and $3.13 for RS-1HP per gallon; and Coastal Refining and Marketing with a bid of $2.78 for RS-1H and $3.12 for RS-1HP per gallon. Road Foremen John Selland, Jerry Hisle and Rodney Allen were present for the bid opening. The board accepted the Vance Brothers, Inc., bid of $2.29 for RS-1H Plus per gallon.
The commissioners approved the Feb. 13 and the Feb. 17 meeting minutes.
Brown County Attorney Hill presented a Court Appointed Attorney Contract appointing Mike Riley. Riley has agreed to fulfill the contract of Kelly Fuemmeler, effective March 1. The commissioners approved the Court Appointed Contract for Riley.
The board approved the 2022 Fixed Assets Inventory as listed.
The board agreed to pay the $7,714 KWORCC Invoice.
The Tax Change Order 2022-44 was signed and approved.
The board agreed to cease taking any further ARPA requests.
Boyles discussed the elevator modernization request.
The next regular meeting was held on Tuesday, Feb. 28. These minutes were not available at The Herald’s press time.
